Disability Protest
This group is from the southernmost island chain of Okinawa / Ryukyus. The straw hats are traditional to the Ryukyu Islands. The group decorated their hats with slogans protesting the government's changes. People with severe disabilities require one or two care attendants ("guide helpers" or "home helpers" in Japanese). The able-bodied peopjapan Disability Protest -  THE DISABILITY HISTORY le you see in the photoessays are staff or supporters at the various centers for independent living (CILs). As a rule, CILs are run by people with disabilities themselves in both management and board positions.
